摘要
作为信息管理发展的高级阶段,知识管理在全球企业范围内的实践已经取得了巨大的成功。政府管理在从传统的公共行政转向顾客取向的公共管理过程中,也可以借鉴信息领域的知识管理经验。通过建模实现的政策知识管理系统由政策知识创新环境、政策知识仓库以及政策知识发现等三个环节构成。明确目标、建立机构、创建内网、改造环境、流程再造等构成了政策知识管理的必经途径。
Now growing customer demands and increasing information technology ensure the public sector to adapt such approaches that proved to be successful in business environment. Many governments have successfully implemented citizen relationship management strategies and are starting to use knowledge management tools to improve the quality and efficiency of public policy. Putting policy knowledge management into the field of policy science will benefit not only for the subjects, but also for the practices.The policy knowledge management system, which consists of policy knowledge creation environment, policy knowledge database and policy knowledge agent, can be implemented as imitating the knowledge management system model. For carrying out policy knowledge management system in policy science, we can follow the steps as followings: making sense of the knowledge management objects, founding the knowledge management institutions, establishing inner network, improving the environment, reengineering the working procedure.
