摘要
从介绍PPP(Public-Private Partnerships)模式的内涵入手,分析了PPP模式的参与主体以及PPP模式的特点。通过分析英国、美国和新加坡的公用事业项目政府监管体制,总结了发达国家的政府监管经验。在此基础上,结合我国国情,从宏观和微观两个方面,对我国PPP模式下的政府监管提出了建议。
Firstly, this paper introduces the meaning of the PPP mode. Then, it analyzes the bodies and the characteristics of the PPP mode. Moreover, the paper sums up the experience of the supervision system by analyzing the supervision system of public projects in developed countries. Based on these, some adviees are put forward on how to develop the supervision system of the public projects with the PPP mode from the macro and micro aspect under our country＇s situation.
