摘要
本文通过分析认为人力资本投资成本收益不对等是导致欠发达地区农村人力资本投资动力不足的重要原因。而改变这一动力缺失的状况,可以改革转移支付制度,弥补欠发达地区农村人力资本投资资金缺口;加强欠发达地区农村实用性教育培训,转变农户对人力资本投资利益的认识;引导欠发达地区农村第二、第三产业发展,扩大人力资本投资成果的发挥空间。
The paper proposes that the unbalanced cost-benefit is an important reason for lack of investment in human capital in underdeveloped rural areas. To change this situation, we can reform the system of transfer payments to make up for the gap in human capital investment funds in the Underdeveloped rural areas; strengthen applicating education and training, encourage farmers to change their understanding on benefits of human capital investment; guide the development of the second and third industries, to expand the play space of the rusuh of investment in human capital.
