摘要
为从理论上探索公共部门人力资源多元化管理的路径,从公共部门的视角分析了公共部门人力资源的多元化表现。分析认为,多元化管理是公共部门人力资源管理发展的一种趋势,它表现在雇员的多元化背景、工作要求、雇佣关系及其薪酬福利的多元化上。借鉴私部门人力资源多元化管理的经验,公共部门人力资源多元化管理依托人性假设、补增值、整合同化、文化人理论,可以从制度立法、人本理念、组织文化、电子政务角度实现公共部门人力资源的多元化管理。
In order to improve human resource of public sector, it is necessary to realize diversified management of the human resource in public sectors. Diversified management is a trend of management methods in public sectors. In order to explore the ways to manage the human resources of the public sector, the paper, from the prospective of the public sectors, analyzes the mutiphase manifestations of it. The analysis shows that diversified management is mainly shown in the diversified backgrounds of employees, the job requirement, employment relationship, and payment & welfare. According to the theories, the construction way of legislation, the human-oriented idea, the organization culture, and e-government lends to the management diversification.
