摘要
建国60年来,党和政府十分关注并着力解决农民利益问题。笔者主要论述了十一届三中全会前党关于农民利益机制的制衡与失衡、十一届三中全会后党关于农民利益机制的改革和创新、保护和调动农民积极性的历史经验等三个问题。
Over the past 60 years, the Party and the government had attached great importance on the benefit of farmer and made effective efforts to resolve it. This article expounds the question from three aspects： （1） The Party＇s policy about the balance and unbalance of farmer＇ s benefit mechanism before the Third Plenary Session of the Eleven Central Committee. （2） The reform and innovation of farmer＇s benefit mechanism after the Third Plenary Session of the Eleven Central Committee. （3） The historical experience that how to protect and stimulate farmer＇s initiative.
