摘要
农村公共物品对于农村社会的发展起着重要的推动作用,完善的农村公共物品供给体系可以有效地节约投入和交易成本,提高农村经济的运行效率。但由于体制原因,我国农村的公共物品供给远不能满足农民和农村发展的需要,尤其受此次国际金融危机影响,农村财政收入更加困难,用于公共物品的投入更加紧张。因此,建立健全公共财政体制,加大对农村公共物品的投入力度;从农民的自身需求出发,建立农村公共物品的供求表达机制;建立城乡统筹的公共物品供给制度;构建多中心的农村公共物品供给模式等可为当前实现农村公共物品供给的有效途径。
Rural public goods play an important promoting role for the development of the rural society, perfect supply system of rural public goods can economize investing and transaction cost effectively, and improve the operational efficiency of the rural economy. But for some system reasons, rural public goods supply in China can not meet the needs of farmers and rural development. In particular financial income in rural areas and financial investment become more and more difficult for the impact of financial crisis. Therefore, establishing and improving the financial system, increasing capital input for rural public goods, meeting the requirements of the farmers, establishing the supply and demand mechanism, establishing the supply and demand of public goods mechanism to balance urban and rural, building the mode of multi-center for supply rural public goods, etc, will become the effective ways to realize supply of rural public goods.
