摘要 随着我国客运专线、高速铁路大规模建设的展开,迫切需要先进的理论、技术与系统试验支持。为加快实验研究手段建设,特别是国家工程实验室等国家级科技创新平台建设,从系统工程角度出发,围绕高速铁路系统建设重大战略任务和重点工程,结合我国铁路实际,对高速铁路系统试验国家工程实验室方案进行可行性研究,提出高速铁路系统试验基地、高速动车组试验子系统、通信信号试验子系统、线路工程试验子系统、接触网与牵引变电试验子系统、客运服务试验子系统、安全保障试验子系统、环保与节能试验子系统、试验检测技术中心和测试数据处理分析中心,即1个试验基地、7个子系统、2个中心组成的设想性建设方案,以开展与高速铁路重大工程及技术装备有关的试验验证、安全评估、标准制订等科学试验研究,凝聚、培养高速铁路系统试验领域的高层次技术人才,成为具有国际先进水平的高速铁路系统试验验证、检测认定和安全评估的科技创新基地。 The large scale construction of passenge; dedicated lines and high-speed railways in China urgently needs the support of advanced theory, technology and systems test. For improving the test and research facilities construction, especially the construction of national scientific and technological innovation platform, such as National Engineering Laboratories, we carry out the feasibility study on the construction scheme of National Engineering Laboratories for High-Speed Railway Systems (NELHSR). From the point of system engineering and the need of important projects in high-speed railway construction, a conceived construction scheme is proposed which includes one test base, seven subsystems and two centers. One test base is National Railway Test Loop. Seven subsystems are mainly for High-Speed Multiple Units Tests, Communication and Signal Tests, Track Engineering Tests, Catenary and Traction Power Transmission Tests, Passenger-Service Experiments, Safety and Emergency Response Experiments, as well as Environment and Energy Conservation. Two centers are Center for Inspection Technology Devel- opment and Center for Simulations & Data Processing. In NELHSR, test & verification, safety assessment and standards research on important high-speed railway projects and technical equipments can be carried out. At the same time, high level technical talents of high-speed railway test and experiment can be absorbed and trained. In the near future, NELHSR will become an advanced international technological innovation base for high-speed railway systems test & verification, detection & certification and safety as- sessment.
