摘要 项目招投标制作为我国项目采购的一项基本制度已经得到广泛采用,而评标工作是整个招投标过程中最敏感、最关键的环节。评标结果是否公正、合理,主要取决于评标标准和评标方法的科学性与合理性。在公开招标中,目前国内评标应用较多采用是权重式综合评估法,但该方法在评价指标上需要人为的设置权重和打分,缺乏评价的科学性,对于投标人条件相差不大情况下无法真正地优选投标人。灰局势决策作为综合评分的一种评标方法,利用目标的极性来进行效果测度的计算,根据计算出的综合效果测度空间的大小来确定中标人。所以灰局势决策法是一种定性质和定量相结合的方法,在评标方法能有效避免人为因素的干扰。 Tendering and Bidding of project, as a basic system, has already been extensively adopted in our country, but the work ot bid evaluation is the most sensitive and decisive link in its process. The impartiality and reasonability of the result of bid evaluation is mainly decided by scientificity and rationality of the standard and method of bid evaluation. In the public bidding, comprehensive weight evaluation method is mostly applied in bid evaluation method at present, but the index and marking of the method is set up factitiously. So its scientificity is absence and can not really optimize under similarity condition for tender. As one kind comprehensive scoring evaluation methods, Gray situation decision makes use of the polarity of target to calculate effect measure and confirm winner according to result of effect measure. Therefore, grey situation decision is a kind of deeision method which combines quantification with property, and ean effectively avoid artificial factor interference in bid evaluation.
