摘要
自新型农村合作医疗制度运行以来,其可持续问题一直是学界和政界关注的焦点议题之一。当前,新农合制度在现实运行中面临参与困境、补偿困境、基金管理与监督困境和筹资困境等问题,必须通过构建可持续筹资机制、提高补偿待遇和促进新农合监管社会化等政策重构来保障新农合制度的良性运行与可持续发展。
Since the establishment of new cooperative medical system in rural area, academic circles and political circles put much attenfiion on its sustained development. Nowadays, new cooperative medical system is faced with many straits of partieip, such as participatory straits, straits of payment, straits of fund management and supervision, straits of fund collection. In order to solve these problems, we should construct a good mechanism to collect fund, enhance payment and strengthen social supervision.
