摘要
市场经济固有的经济外部性缺陷,以及现有循环经济理论的滞后对循环经济的深入推进形成了制约,为此,应以政府为主导推进循环经济的发展。在政府主导型循环经济发展中,财政政策在政府各项政策措施中处于核心地位,对促进循环经济的发展有重大效果。
It is the constraints that market economy inherent shortcomings of the external economy and the current cycle economic theory to lag behind the development economic cycle. This should be put forward the development of cycle economy by government-orient. With the cycle economic development dominant by government, fiscal policy plays a key role in the government various policies and has a significant effect to promote the development of cycle economy.
