摘要
针对沙河、漯河以西,由昭平台水库、白龟山水库和沙河、澧河、北汝河河道堤防以及泥河洼滞洪区共同组成的防洪工程体系,利用现有资料,依据《已成防洪工程经济效益分析计算及评价规范》(SL206-98)和流量连续性原理,采取错时段叠加的方法,还原漯河控制断面洪峰流量。在该洪水计算成果和统计分析洪灾资料的基础上,以2008年为基准年,计算出漯河以西防洪工程体系1967-2008年累计防洪经济效益为727.43亿元(年均17.31亿元),分摊到昭平台水库为221.87亿元,白龟山水库为230.30亿元,泥河洼滞洪区为41.61亿元,河道堤防为233.65亿元。
The flood control project system in the west of Shahe River and Luohe River includes Zhaopingtai Reservoir,Baiguishan Reservoir,embankments of Shahe River,Lihe River and Beiru River as well as Nihewa flood detention area.According to the collected data and the Codes for calculation and evaluation of economic benefits of existing flood control projects(SL206—98) and the continuity principles of flows,the peak flow at the control section of Luohe River was recovered by use of the superposition method of alternating periods.Based on the calculated results and the statistical analysis of flood disasters,the accumulated economic benefits of the flood control project system in the west of Luohe River during 1967~2008 were 72.743 billion RMB yuan(annual mean 1.731 billion RMB yuan) by taking the year of 2008 as the datum year.The apportion of the economic benefits of Zhaopingtai Reservoir,Baiguishan Reservoir,Nihewa flood detention area and the embankments was 22.187,23.030,4.161 and 23.365 billion RMB yuan,respectively.
