摘要
文章回顾了非期望产出处理的相关DEA模型,从理论和实证两方面证明SBM模型处理非期望产出的合理性和优点,用此模型处理非期望产出测算了1990-2006年我国各省区环境效率,并将其与CCR模型得到的不含污染变量情况下的效率情况加以对比,分析了我国区域环境效率状况、差异以及演进规律。政策含义表明,在兼顾欠发达地区经济增长与环境保护的同时,对发达地区实行较严格的环境规制政策,对落后地区可以考虑实行向发达地区购买排污权的方式,逐步解决落后地区经济效率的提升与环境保护相矛盾的两难局面。
The data envelopment analysis(DEA) model relating to the treatment of undesirable outputsis reviewed, and theoretic analysis and empirical studies are made to prove that the slack-based measure(SBM) model is a rational and advantageous measure to deal with undesirable outputs. The SBM model is used to treat undesirable outputs and measure the eco-efficiency of each province in China from 1990 to 2006,and the result is compared with the efficiency obtained by the CCR model in the case without pollutant variables. Then the regional eco-efficiency conditions, differences and evolutional rules in China are analyzed. The policy implications indicate that severe environmental regulation should be carried out in developed areas and the pollutants bargaining power should be purchased from the developed areas by the developing areas in order to resolve the dilemma of economic growth and environmental protection.
