摘要
本文以北京市大兴区(全国启动和建立新农合制度的模板)作为研究样本进行分析,阐述和比较了现行的新型农村合作医疗各种筹资报销模式优缺点、适应性以及存在的问题;分析了如何根据不同医疗需求的人群制定不同的筹资额度,以及如何依据地方实际情况,建立家庭门诊账户形式的报销模式。通过大兴区新农合筹资报销制度的实施情况,对当前我国新农合筹资报销模式中筹资额度的设定、报销方式的选择等问题,进行研究和分析,并从理论上提出解决这些问题的可能途径。
This paper takes the Daxing District as example of research. First, it introduces and compares some kinds of models of NRCMS to analyze their characters and find the problems exist in these models. Second, it proves how to make different levels of financing based on different people and how to set up the account of clinic for each family, also it gives some advices to amend the proportion of reimbursement. Finally, it gives some suggestions about how to control the expensive payments of therapy through the financing and reimbursement model.
