摘要
针对水安全问题,以农垦红兴隆分局为例,采用水匮乏指数和样本均值-标准差分级法对红兴隆分局下属12个农场2006年的水安全状况进行了评价和分级,并根据分级结果提出了相应的对策。结果表明,八五三和红旗岭农场的WPI值处于安全状态,水安全状况最为乐观;饶河农场的WPI值处于较高安全状态,水安全状况较好;友谊、五九七、八五二、二九一和江川农场的WPI值处于中等安全状态,水安全保障体系有待于进一步加强;北兴农场的WPI值处于较低安全状态,水安全状况较差;而双鸭山、曙光和宝山农场的WPI值处于不安全状态,水安全状况最差。
Aiming at the water security problem commonly concerned by authors at home and abroad presently, the authors took Land Reclamation Hongxinglong branch bureau as example, evaluated and graded the water security status of twelve farms belong to Hongxinglong branch bureau in 2006 through using the water poverty index(WPI)and sample mean value-standard deviation grade method, and the relevant countermeasures were presented according to the grade results. The results show that the WPI values of Farm 853 and Hongqiling are in safe state, the water security situations of the two farms are the most optimistic; the WPI value of Farm Raohe is in upper safe state, the water security situation of this farm is better; the WPI values of Farm Youyi, 597, 852, 291 and Jiangchuan are in middling safe state, the water security guarantee systems of the five farms are awaited to be further strengthened; the WPI value of Farm Beixing is in lower safe state, the water security situation of this farm is worse; and the WPI values of Farm Shuangyashan, Shuguang and Baoshan are in unsafe state, the water security situations of the three farms are the worst. The research achievements can provide decision basis for reasonably exploiting and utilizing regional water resources and construction of regional water safety guarantee system.
