摘要
近几年来,在我国农业"走出去"的战略背景下,中俄农业合作已取得很好的成绩。但是,由于存在着俄政府对农业劳动力的引进严格限制、农业种植成本高、投资环境欠佳、贸易秩序不规范、农产品准入没有放开以及农业信息交流不畅、俄经贸法律法规不完善等一系列问题,我国农业企业对俄农业"走出去"的步伐比较艰难。要解决中俄农业合作现存问题,我国应大力发挥政府间合作机制作用,努力促使俄政府做出积极反映,切实解决好一些实际问题;对国内企业要加大政策扶持力度;鼓励企业加强对俄农业合作的技术支撑和创新,扩大在俄农业领域投资,推动对俄农业合作深入发展。
In recent years, Chinese agriculture has made great success under ＂going-outward＂ strategic situation of agricultural cooperation between China and Russia. But actually the going-outward process of Chinese agricultural enterprise from China to Russia is rather difficult due to a series of problems, such as strict limitation of Russian government to introduce agricultural labor, high cost of agricultural planting, inferior investment environment, substandard trading orders, limited agricultural admittance and information communication, imperfect trading laws and regulations between China and Russia, etc. To solve these problems, Chinese government should play cooperative role between the governments, urge Russian government make active response to solve practical problems, increase support in policy, encourage the enterprises to strengthen technical support and innovation to Russian agricultural cooperative, and expand investment in Russian agriculture to promote deep cooperation with Russian agriculture.
