摘要
在考察国家助学贷款政策运行模式的基础上,首先从公共政策运行的逻辑过程来论证国家助学贷款政策是一项公共政策。然后从可获得性、公平性和可行性三个方面分析了该政策所存在的不足。最后从制度层面提出了完善国家助学贷款政策的针对性建议。
On the basis of investigation of the running mode of the national student loan police, this paper firstly argues that the national student loan policy is a public policy from the running logic process. Then, the paper analyzes the main deficiencies of the national student loan policy from its availability, equity and feasibility. Finally, the paper puts forward proposals？from the system level to improve the national student loan policy.
