摘要
从重大工程前期研究项目(以下简称重大前期项目)特性、组织机构的设置原则、管理体系的建立、重大前期项目过程管理等方面进行了研究和探讨。在总结一些重大前期项目组织管理经验的基础上,介绍了一种适用于采用联合体方式开展重大前期项目可行性研究、预可行性研究工作的组织和管理方法,并提出了问题与建议。这种方法对于重大前期项目组织和管理工作,在提高人力资源利用率,降低人工成本;实现项目管理的规范化、程序化,降低管理成本;合理配置项目运行所需设备资源,降低设备成本等方面具有一定参考作用。
The characteristics,the principles of the organization establishment,the formation of the management system,and the process management of the major projects in FEED were discussed. Based on summarizing experiences of organization and management of the forerun major projects,the consortium mode,applied to carry out pre-feasibility study and feasibility study of major projects,was introduced,and the existing problems and corresponding suggestions were also put forward. This method provided references for improving human resources utilization and reducing labor costs,achieving the standardization of project management and reducing management costs,and allocating the equipment resources for operation and reducing equipment costs.
