摘要
吕梁市地处黄土高原东部,是全国集中连片的贫困地区之一,也是全国水土流失最严重的地区之一。淤地坝作为黄土高原地区水土保持生态环境建设的重要工程措施,在增加高产基本农田、有效控制水土流失、提高抗洪减灾能力、调节河川径流、促进退耕还林还草进程、推进农村产业结构调整等方面具有显著的效益。针对吕梁市坝系设计、建设、运行、管理方面存在的不足,提出强化对坝系建设的再认识、强化对坝系工程的前期规划、强化坝系运行的后续管理等对策。
Luliang City lies in the east of Loess Plateau, is one of the poorest concentrated regions in China, where water loss and soil erosion is very serious. Silt retention dam as a major structural measure achieves great benefits in expanding the area of high-yield basic cropland, control of soil erosion, improving capacity of flood disaster mitigation, regulating flow of rivers and lakes, promoting transformation from cropland to forest and grassland, and adjustment of rural industrial structures. Considering the problem existed in design, construction, operation and management of dam system in Luliang City, it is proposed to re-evaluate the needs of dam construction, and strengthen early-stage planning and post operation management.
