摘要
基于历史的渊源、实践的推动、理论的考量,研究政府回应问题,有重要的理论与实践意义。但综观古今中外,仅有对政府回应的研究是不够的。要推进政府改革、改善政府回应,就必须立足于"治道变革",着眼于确保政府回应性与回应力的"制度化的保证",探索形成有效的政府回应体制或机制,也即回应型政府的有关问题。从政府回应到回应型政府,是政府理论研究的重要走向;研究回应型政府,是研究政府回应问题的逻辑演进。
Research on government response has great significance both in theory and practice due to tong historical development, the necessity of practices and certain perspectives of theoretical studies. However, it is also limited and insufficient both in China and abroad. Hence, it is necessary to focus researches on respondent governance for its effective government response system and mechanism, and on government reform for its ＂governance and transformation＂ and ＂ guaranty of institutionalized government response and its respondent power＂ in order to promote government reform and to improve its response. The research on government response and respondent governance is one of the important trends in government theory and research, for respondent governance is logical evolution of government response.
