摘要 社会保障行政管理体制是国家社会保障行政机关的设置、职权的划分与运行等制度的总称。新中国建立60年来,社会保障行政体制大致历经了建立、调整、破坏、复建、劳动保障部组建及人力资源和社会保障部组建等6个发展阶段。改革开放以来,统一社会保障机构成为社会保障行政体制改革的目标,社会保障从概念性的术语变为政府机构的名称用了13年的时间,而"统一"的社会保障机构作为一个概念性框架也已存在10年有余,但一个名副其实的"大社会保障部"仍未建立起来。 The social security administration of the national social seeurity system is the executive of the settings, the division of powers and operation of such systems collectively. Over the past 60 years, China' s social security administrative system in general through the establishment, adjustment, damage, rehabilitation, the establishment of the Ministry of Labor & Social Security and the establishment of the Ministry of Human Resources & social security, such as six stages of development. Since reform & opening up, it has become the objectives of Social Security administrative reform to unify social security institution.The social security from the conceptual terminology into the name of government agencies spent 13 years time, and "unification" of the social security institutions, as a conceptual framework also has been in existence for more than 10 years, but a truly "Big Ministry of Social Security" has yet to be established.
