摘要
文章指出,应急物流以为突发性自然灾害、公共卫生事件等突发事件提供所需救援物资为目的,以追求时间效益最大化和灾害损失最小化为目标,具有突发性、不确定性、非常规性、弱经济性、有限性、灵活性等特点。这就要求应急物流供应链必须稳定、可靠、安全、快速、高效,其中可靠性问题对于应急物流供应链构建具有十分重要的意义。文章根据可靠性原理,建立应急物流供应链系统可靠性测度指标体系,并运用模糊层次分析法计算节点可靠度,进而得到应急物流供应链系统可靠度,进行可靠性设计,对于在合理范围内快速构建应急物流供应链并调整供应链中各节点的布局,使应急物资高效、准确地投放到目的地具有非常重要的意义。
Providing relief goods in emergency is the purpose of emergency logistics and the maximization of time efficiency and minimization of loss is the target of that. This paper is based on the characteristics of emergency logistics supply chain and its general structure model. The author points out that the reliability of emergency logistics supply chain is the important consideration. The author utilizes fuzzy analysis to calculate the reliability of the node. Finally in accordance with traditional principles of reliability, the author obtains the formula of the system reliability in the emergency response supply chain. After the occurrence of unexpected disasters, this method can be used to calculate the quantitative results of the reliability in the supply chain system, a reasonable construction of the frame work in the rapid response supply chain and adjustment in the layout of each node, so that emergency supplies are delivered to the destination efficiently and accurately.
