乌龙山抽水蓄能电站建设工程生态的管理

摘要 基于浙江省丘陵红壤区的乌龙山抽水蓄能电站建设工程实例,在项目的设计、施工、运行期“因时制宜”地构建各阶段的生态环境管理体系.设计阶段构建有乌龙山环境保护办公室监督设计单位、设计单位自我管理、咨询专家审核的设计阶段生态环境管理体系;施工阶段构建有乌龙山环境保护办公室通过招标管理、合同管理、环境监理、环境监测和承包商自我管理的施工阶段生态环境管理体系;运行阶段构建有业主有效维护和生态托管监测构成的运行阶段生态环境管理体系,有助于实现生态环境保护措施的整体优化和全面落实. From analyzing the pumped-storage power station in hills red soil region of Zhejiang province, three different kinds of eco-management system for pumped-storage power station, which is made up by the periods of design, construction and operation eco-management system. The period of design eco-management system contains the Wulong mountain environmental protection office, design participators and advisors, in this system, Wulong mountain environmental protection office is responsible for inspecting design participators' design proposal, design participators examine design proposal strictly by themselves, and the advisors value the design proposal. During the period of construction, Wulong mountain environmental protection office takes charge of supervising bid, contract, environmental supervision, and environmental monitoring, and the contractors are responsible for inspecting their own behavior when launching eco-management. In the period of operation eco-management, the owners are responsible for maintaining eco-management effectively and entrusting third-party to carry out eco-environmental monitoring.
