摘要
我国政府信息公开制度是在全面建设社会主义民主法治的进程中催生出来的,它既是建设社会主义民主政治的基本前提,也是建设社会主义法治国家的必然要求。完善政府信息公开制度,必须站在重构政府与公民关系的视角,将知情权的保障贯穿于政府信息公开制度的整个过程;并积极借鉴域外的经验,遵从"知情权入宪—信息公开立法—相关辅助立法"的步骤,建立严格、完备的政府信息公开制度体系。
Our country＇s government information publicity system-a premise for the socialist democracy politics build-up and the legal management of our socialism country-was born in the comprehensive construction of socialist democracy government by law advancement. For a perfect government information publicity system, we must readjust our perspective of relating restructuring government to the citizen and infuse safeguarding the public right to know into the government information publicity system. Drawing on positive foreign experience, we should set up a perfect and rigorous government information publicity system following the steps of ＂constitutionalising the right to know＂, ＂information publicity legislation＂ and ＂relevant subsidiary legislation＂.
