摘要
提高教学质量一直是20世纪90年代以来的热点论题,但观测点主要在教学运行系统内。考察国内部分高校成人教育办学情况,重点从院校自治方面,用经济驱动力来解决教学系统内的质量问题,具体从直接影响教学的办学经费分配模式入手,科学设置考察点,形成有效的教学单位保证教学质量的内在驱动力,截断"教学与投入—考试水平"交替下降的恶性循环,避免在教学质量监控中"对形式的管理",从而形成可持续发展战略,避免"公共的悲剧"。从宏观方面,提出用"经济人"假设完善国家相关政策。
Improving teaching quality has long been the hot topic since 1990s, and the observation points are mainly inside the teaching operation systems. Investigations were made by the author about the school running condition of adult education in some universities, and the emphasis is put on the self - government of the universities. From the angle, the author tries to solve teaching quality problems inside the teaching operation systems by using economic drive. Starting with the model of the distribution of school - running funds which directly influences teaching, the author tries to set investigation points scientifically, and form the efficient internal dive of guaranteeing teaching quality by teaching units. In this way, the vicious circle of alternating decrease of " teaching investment and exam level" can be stopped, and the "management of formality" of monitoring teaching quality can be avoided. Therefore, sustainable development strategy is formed, and the " public tragedy" is avoided. Besides, the author proposes that "economic man" hypothesis can be used to perfect relative policies of China.
