摘要
研究目的:论证发展完善中国公示地价体系的重要性,构架中国公示地价体系。研究方法:比较研究法和规范研究法。研究结果:分析了中国基准地价及公告地价体系存在的问题;借鉴国外公告地价体系构成和作用,提出在中国构建标定地价、基准地价和地价动态监测体系三位一体的公示地价体系,以及三套体系对接的关键技术;提出发展完善中国公示地价体系的具体措施和建议。研究结论:尽快在全国建立标定地价体系,对接基准地价更新体系和地价指数及地价动态监测体系,建立具有中国特色的三位一体的公示地价体系。
The purpose of this paper is to demonstrate the importance of developing in order to perfect the published land price system in China and to construct the published land price system.Comparative method and criterion study method were used.This paper analyzed the problems in the benchmark land price and published land price system in China.Based on experiences from overseas, the paper proposes approaches to construct a published land price system that combines demarcated land price, benchmark land price and the dynamic monitoring system of land price as well as the key technology of connecting the three sets of systems.The paper also proposed measures and proposals for developing and perfecting the published land price system in China.In conclusion it is necessary to construct the demarcated land price system throughout the whole country as soon as possible.Necessary measures should be adopted to connect the updating system of benchmark land price and the land price index and dynamic monitoring system and to establish the published land price system with Chinese characteristics.
