摘要
创业政策结构与创业活动结构有一定同构性,可以运用创业活动的基本维度及其分维度的具体组合来构建创业政策体系的一般框架。大学生创业政策体系建构应确立"关口前移、强化激励、优惠创建、重在服务、必要规范"的指导思想。应依托大学生就业工作体系和全民创业工作体系,建立健全支持大学生创业政策体系实施的组织结构、运行机制和整合模式,以教育政策为基础,以金融政策为核心,以财政政策为保障,有重点地实施大学生创业政策。
There is an isomorphism between the policy structure and activity structure of enterprise education. The general framework of enterprise policy system can be established by combining the basic dimension with the fractional dimension. The eonstruction of the policy system of college students＇ enterprising should be guided by the principle ＂making inspection at earlier stage, strengthening the incentive mechanism, providing more preferences, emphasizing service qualities and regulating the behavior＂. It is essential to perfect the organization structure, operation mechanism and integration model of the enterprise policy system. College students＇ enterprising policy should be carried out on the basis of educational policy and radiating from financial policy with the security of fiscal policy.
