摘要
建筑行业农民工权益保障程度,已经成为构建和谐社会的重要标志之一。目前建筑业农民工在身份平等权、劳动权、民主政治权等应然权力方面状况令人担忧。文章在分析建筑行业农民工上述应然权力状况存在缺陷的基础上,提出以改革建筑行业现行用工制度、发展劳务企业为核心,以改革二元户籍制度、加强行业教育培训、强化政府责任为配套措施。目的是改善建筑业农民工的权益保障状况,促进建筑行业整体良性发展,为构建和谐社会打下基础。
Guaranteeing the various rights and benefits of migrant works in construction industry is an important symbol for harmonious society. At present, the situation of impair rights and benefits of migrant works is worrying in right of equal identity, work right and democracy right. On analysis of impair rights of migrant workers, this paper suggested to innovate the employee institution of construction industry and to develop service enterprises as reform cores. The innovation of household register system, improvement of education and training and strengthen the government responsibility were proposed as the supporting measures. The purpose is to ensure the rights and interests of migrant workers and to accelerate the progress of construction industry, which lays the foundation for the harmonious society.
