摘要
该文着重分析实施跨境贸易人民币结算试点对现行外汇管理各个方面的影响,阐述了外汇管理对于促进协调跨境贸易人民币结算业务开展,维护国际收支平衡与增强跨境收支风险防范能力的现实意义。并就外汇管理参与协调实施跨境贸易人民币结算在政策与操作办法制定、人民币境外债权债务管理、人民币跨境收支监测等方面提出政策建议。
This paper mainly analyzes the influence of the pilot program of cross-border trade RMB settlement on the existing foreign exchange administration. It clarifies the practical meaning of foreign exchange administration on RMB cross-border settlement, which includes supporting and coordinating performance, maintaining balance of payments, and enhancing risk control in cross-border transactions. The paper also makes some suggestions for the foreign exchange administration to support RMB cross-border settlement when drafting policies and regulations, managing RMB offshore claims and debts, and supervising RMB cross-border payments.
