农业是国民经济的基础,农业的发展关系到整个国民经济的发展,农业的发展需要社会、政府以及农民等各方面的共同努力。农业作为一个薄弱的产业,尤其需要财政的支持,这既是完善市场经济条件下财政支农政策的需要,也是公共财政理论的客观要求。
