摘要
以项目管理为切入点,提出了融合效率与效力的R&D项目绩效评价标准,明晰了二者的内涵与异同点,并阐释了其在R&D项目绩效评价中的关系。针对R&D项目活动的过程特征,构建了基于DEA的融合效率与效力的R&D项目绩效评价模型。通过对我国大陆30个省、市、自治区(西藏除外)大中型工业企业R&D项目绩效的评价分析,结果表明存在一定的地区差异,且存有较高程度的"效率陷阱"循环倾向,指出R&D项目应当与企业发展目标、客户需求相一致,不能依靠增加R&D资源却实施数量多、效力低的R&D项目,需要从"质"上进一步提升R&D项目的效益。
Taking project management as the breakthrough point, this paper put forward the criteria of R&D project performance evaluation integrating efficiency and effectiveness, defined the contents and differences and also explained the coordinative relationships and roles of them in evaluation. Aiming at the process characteristics of R&D project, this paper constructed its performance evaluating model integrating efficiency and effectiveness by using DEA method. Through evaluating R&D project performance of large and medium industrial enterprises of thirty provinces, municipalities and autonomous regions except Tibet in China, results showed that there were some regional differences, and there was a higher degree of "efficiency trap" cycle tend, which indicated that R&D projects should be consistent with enterprise developing objective and customer needs, and we should not implement R&D projects of large quantity and low effectiveness through increasing R&D resources but improve "quality" to increase benefits.
