摘要
近20年来,中日两国在中央政府机构、国有企事业单位和公务员制度等领域进行了改革。由于历史文化背景的不同,两国的行政改革在主导理论、价值取向及具体措施方面存在着差异,但基于较为类似的权力资源隐性配置模式、社会结构形式及国家发展历程,中日行政改革仍有较大的相互借鉴的空间。
Central government,state-owned enterprises and public service utilities,and civil servant are taken into discussion in the paper. It makes a comparison of administrative reforms between China and Japan in the last 20 years,especially in the context of global administrative reform. The aim of the paper is to distinguish the ideas,paths and future trends of the administrative reform between the two countries,so as to find something especially valuable from those of Japan for China.
