摘要
本文阐述了当今世界能源、电力变革的必然性、紧迫性以及中国电力变革的必要性、可能性。提出了中国《智能电网》建立的重点环节:电力系统安全稳定是基础,供用电系统变革是重点,可再生能源应用和分布式能源系统是难点,传统能源可持续发展研究是不可或缺的,政府决策科学化、全面主导、有效组织、政策支持是关键。呼吁在提高认识、实事求是、积极慎重、科学论证基础上,提出中国《智能电网》战略架构是当务之急。
The article states the inevitability and urgency to reform today＇s energy and electric power status and the necessity and possibility to change China＇s electric power sector. The article proposes the key segments in constructing ＂smart grid＂ in China： the stability and safety of power system is the base; the changes in power supply and electricity consumption system is the emphasis; the application of renewable energy and distributed energy system is the difficult point; the study on the sustainable development of the traditional energy is indispensible; the crucial factors are for the government to take a scientific approach in decision-making, to play a leading role all-around, to organize effectively and to give policy supports. The article proposes that it is of top priority to put forward a ＂smart grid＂ strategy framework in China by raising the public awareness, seeking truth from facts, acting positively and prudently and giving scientific proof.
