摘要
在中国,公益林需求呈增加趋势,但是由于公益林具有公共物品属性,需求者付费极少,公益林供给者投入成本无法回收,导致公益林供给不足。此文首先对公益林供给和需求进行理论分析和影响因素分析,然后,提出政府要建立公益林需求者付费机制,明确界定公益林的需求主体;激励公益林供给,对公益林供给要分类施策、分类补偿。
In China the demand of the non-commercial forests is on the increase, however, because non-commercial forests are public goods, demanders back their investments so that the supplies analyzes the factors influencing the demand scarcely pay. Suppliers of the commercial forests are unable to take of non-commercial forests are insufficient. The paper theoretically and supply of non-commercial forests and puts forward strategies for demand and supply equilibrium of ecologic benefits of non-commercial forests. The strategies include the establishment of demander payment mechanism of non-commercial forests by the government, clarifying the demanders of non-commercial forests, motivating the supply of non-commercial forests, and categorizing the supply of non-commercial forests for differential treatments and compensation.
