摘要
为缓解城乡教育发展的不均衡,提高农村教师队伍整体素质,我国先后出台了多项政策文件。本文将这些政策大体概括为"数量补充"、"地位保障"和"素质提升"三种类型,指出当前我国农村义务教育教师政策存在着对相关因素考虑不充分,致使政策的执行面临困境;各主体的"利益博弈"使部分地区政策执行出现"走样"现象等。因此,要统筹相关因素,提高农村教师政策质量,并明确其根本取向,加大宣传力度。
In order to improve the quality of rural teachers and shorten the gap of education between city and countryside, lots of policies have been carried out recently. The policies can be mainly generalized as three types: quantity-recruiting, status-ensuring and quality-improving. This paper points out that the teacher policy in rural compulsory education hasn't been given complete consideration and it is difficult to implement it. The policy is distorted in some part regions due to the drive of interests. We should make a scientific and systemic policy to clarify the fundamental orientation of the rural teacher policy.
