摘要
运用非参数Malmquist指数方法,在我国2000-2006年30个省份面板数据分析的基础上,对节能减排效率进行测算发现,我国节能减排效率TFP年均降低1.9N,其中东部地区降低4.7%,西部地区降低0.7%,而中部地区却提高了0.1%。与此同时,东部地区指标变量的投入冗余最高,西部地区最低,并且从更小的区域划分来看投入冗余结构具有区域相似性。提高我国节能减排效率要推进耗能企业的节能,加大落后产能淘汰力度,实施节能减排目标监督。
This paper applied Malmquist index approach to measure the energy saving and emission reduction efficiency of china with panel data of 30 provinces during 2000-2006. The research discovered that, energy saving and emission reduction efficiency drops 1.9% annually in our country, and it drops 4.7% and 0.7% separately in the east and the west, however, it grows 0.1% in the midlle. Meanwhile, the redundant input of the indicator is the highest in the east,and is the lowest in the west,and the redundant structure has the regional similarities in the view of the smaller regional division. Finally, this paper presents the policy recommendations for improving the energy saving and emission reduction efficiency in the view of the relevant conclusions of this paper.
