摘要
以当前市场经济的发育为背景,研究了城市公共物品的定义、类型、提供方式,以及居住区规划建设中存在的问题及解决方式。通过城市规划管理的作用,对公共物品以联合开发等方式进行供给,同时应用如征收地租、容积率奖励等开发控制手段,将土地开发的增值部分回归社会。以广州等城市为例,探讨在居住区规划中如何有效进行公共物品的配置。
By taking present market economy as the background, the definition, type of the public articles in the city, offering way as well as the problems and solutions in the construction and plan of inhabited region were studied. Through the function of urban planning management, public articles are supplied in the way of developing jointly; meanwhile, some developing and control means of imposing land rent and plot ratio reward are applied to return the appreciation part of land development to the society. By taking Guangzhou as an example, it is explored the effective disposition of public articles in the plan of the inhabited region.
