摘要
文章通过对清代苏北沿海风暴潮灾资料的系统收集、鉴别和评估,实现灾情从描述到数值化的转变,完成潮灾等级序列的重建。在此基础上,对清代260多年苏北沿海潮灾变化进行初步分析并加以检验。研究表明,这一时期苏北沿海风暴潮的成灾率较高,灾情强度大体呈由南而北、自东徂西递减的空间分异规律。面对潮灾,近代实业家张謇开创了盐垦区风险防范的新模式,标志着苏北沿海水利建设进入一个新阶段。
By means of systematic colletion,discrimination and evaluation on the historical documents of Northern Jiangsu coastal storm surge disasters in the Qing Dynasty, the article consulted the established rating method and completed the reconstruction of storm surge disaster grade series from description to numerical translation.On this basis, analysed those statistic and tested in the 260 years of the Qing Dynasty. Studies had shown that in this period the rate of storm surge disaster was higher and the characteristic of disaster intensity diminishing from south to north while from east to west in spatial distribution in Northern Jiangsu coastal. In face of storm surge disasters, modem industrialist Zhang Jian initiated a new model to prevent the risk,which marked the Northern Jiangsu coastal water conservancy construction a new phase.
