摘要
运用经济学的逻辑方法,从道路的公共性,超限超载的外部性,超限超载的经济动力及机制等角度对我国公路超限超载问题做出了经济学解释。运用博弈论的理论和方法,对超限超载运输治理中运输企业与监管部门之间的博弈过程进行了系统分析,从制度执行层面考察了超限超载治理活动的微观机理。
With the economic logic method,this paper explains the problems about the overlimited and overload transportation from the following aspects：the public nature of highway,external nature,economic power and the mechanism of overlimited and overload transportation.Then,on the basis of the game theory and method,this paper analyzes the micro-mechanism of the management of the overlimited and overload transportation,the game process between road management department and transportation enterprise,and recognizes on theory the behavior of road management side and transportation enterprise,so as to overcome the shortcoming of the present policy,law,rules and regulations,and design the effective policy for establishing long-term effective control mechanism.
