摘要
党内民主是价值合理性与工具合理性的有机统一。作为工具合理性,党内民主具有塑造政治文化、培养政治人才、强化权力监督和推进制度创新等四大功能。党内民主建设尚存在问题,表明党内民主的功能还没有得到全面发挥,应当认真总结经验和教训,从中吸取教训。开发党内民主功能,就是要塑造民主法治型政治文化,构建充满生机活力的选人、用人机制,改革党内权力结构和权力体制,完善制度体系、实现制度功能和树立制度权威,这也是推进党内民主的整体思路。
The inner - party democracy cooperates rationality of the instrument with reasonableness of the value. As rationality of the instrument, the inner - party democracy has function of moulding political culture, training political personnel, tighting supervision over the use of power and strengthening the system innovation. Problems in the inner - party democracy system construction mean that Democracy within the Party is not implement all functionality. We should learn a lesson from there. Developing function of democracy within the Party means that we should mould political culture in Rule by Law, create the mechanism of employing people that excellent talent comes to the fore and permeates with vitality, reform the power structure and the system, perfect the innerparty system, implement all functionality and establish authority of system, that is the overall thoughts of strengthening inner - party democracy system construction.
