摘要
"肯定列表制度"与日本过去的食品安全管理标准相比,对食品中农业化学品残留限量的要求更加全面、系统和严格。此举致使中国蔬菜在对日出口时面对绿色壁垒和技术壁垒更严重的挑战。我国蔬菜产量占世界总产量比重较大,在国内市场日趋饱和的情况下,蔬菜出口成为我国蔬菜产业发展的重要途径。从出口的国家和地区分布来看,我国蔬菜对日出口的集中度比较高。实证研究表明,"肯定列表制度"的确在短期内对我国蔬菜对日出口(以水煮笋为例)造成了一定的冲击,但并未转化成结构性的变化。尽管如此,仍必须认真研究并正确认识"肯定列表制度",明确措施,积极应对。
Comparing with Japan's past food safety management standards, the "positive list system" is more comprehensive, systematic and rigorous with regard to food residue limits of agricultural chemicals. The system brings challenge to China's vegetable exports which are facing more serious green and technical barriers. Because of the considerable share in global production, the Chinese vegetable industry heavily relies on exports for further development, especially when the domestic market tends to be saturated. Japan is a crucial market for China's vegetable exports, empirical results indicate that the " positive list system" has some short - run negative effects on the exports, but no structural change can be identified. Serious study and good understanding of the Japanese "positive list system" are necessary for active and adequate policy measures.
