摘要
高等教育发展高水平与经济发展低水平之间的矛盾、高等教育投入地方化与教育效益外溢化的矛盾、生源地局域化与毕业生去向全国化的矛盾、大学的经营者地位和国家的所有者地位的矛盾、重点高校科技创新职能与非重点高校人才培养职能的矛盾,是陕西省高等教育事业的结构性矛盾。这些矛盾已成为制约陕西省高等教育发展的瓶颈。文章对五个结构性矛盾做了分析研究,并提出了应提高财政支出中的高等教育比例,建立其他省份对陕西省的人才培养费用补偿机制,适度提高学费在高等教育成本中的比例等解决对策。
The conflicts between higher-level development of higher education and the lower- level economic development, the conflicts between the localized investment in higher education and the educational benefits spillover, the conflicts between the localization of the source of college students and the nationalization of college graduates, the conflicts between the status of the college runners and the status of the national college owners, and the conflicts between the technological innovation of the key universities and the cultivation of the professional personnel of non - key universities, which are the structural contradictions of Shaanxi higher education. It becomes a bottleneck, restricting the development of Shaanxi higher education. This paper shows the key to solve the problems is to gradually finance more on the higher education, establish the compensation mechanism of the talented person from other provinces, increase the proportion of tuition in the cost of the higher education, eliminate the debt by many wasys.
