摘要
经济全球化和新信息技术革命的影响对区域经济发展提出了新的要求。区域科技人才创新能力已成为一个地区、乃至整个国家发展的基本决定因素之一,而区域科技人才创新能力的培育和保持则成为构建和完善区域创新系统的关键,如何客观、科学地评价区域科技人才创新能力,对一个区域科技创新战略的制定具有重要意义。在分析区域科技人才创新能力多种影响因素的基础上,建立了多层次评价指标体系,运用灰色系统理论探讨了区域科技人才创新能力的灰色综合动态评价方法。
As the globalized economics and the resolution of new info-tech influence the development of the region, the new demands are required. It is one of the key factors for the technical innovating personnel of the region or the whole country. It is very important that the cultivation and maintenance will complete and improve the innovation system. How to evaluate the regional technical personnel's capability of innovation sees the great importance in the decision of the strategy of regional technical innovation. Based on the various influential factors on capability of the regional technical innovation, multi-layer evaluating target system is established. On applying the grey systematic theory research a dynamic integrate method is used for the research of evaluating the capability of regional technical personnel's innovation.
