摘要
长江洪水峰高量大、历时长,利用蓄滞洪区有计划地分蓄洪水,是保障重点地区防洪安全的重要措施之一。分析了三峡工程投运后,长江蓄滞洪区的作用,提出要根据防洪形势的变化,动态研究长江超额洪量;要考虑三峡工程建设运行后的新的情况,合理布局长江流域蓄滞洪区;按照使用几率,分洪效果及其重要性进行蓄滞洪区分类及建设。
The Flood of the Yangtze River is characterized by large flood volume with high peak and long duration, and making full use of flood detention basins is one of the important measures to ensure the flood safety of key regions. The function of flood detention basin in the Yangtze River basin after the operation of TGP is analyzed. It is suggested that dynamic research on extra flood volume of the Yangtze River should be conducted according to the flood control situation; the flood detention basins in the Yangtze River Basin should be planned reasonably according to new situation after the operation of TGP, and both classified and constructed according to their operation frequency, flood diversion effect and importance.
