该文分析了"两型社会"提出的背景和基本内涵,论述了规划环境影响评价对于建设"两型社会"的作用,并提出了进一步提高规划环境影响评价服务"两型社会"能力的建议。
This paper analyzes the theoretical background and the basic content of ＂two -oriented society＂ and discusses the function of environmental impact assessment planning （EIAP） in constructing ＂two -oriented society＂. Then it puts forward the relevant suggestions on how to improve the role of EIAP in prompting the constructionof ＂two - oriented society＂.
