摘要
要真正落实义务教育学校教师的绩效工资政策,首先必须确保相关经费的到位,其次是要在具体的绩效工资方案设计和实施过程中,确保程序的公开、民主和透明以及确定绩效工资的考核方案本身的公平和合理。
In order to make Abstract: China government decided to begin to implement performance-based pay in primary and high schools in China from January 1, 2009. This policy showed the Party and government's care and cherishing for compulsory education and teachers as well as was an important measure of the reform on income distribution system in public-sector organizations. It will be helpful to increase staff income and initiative. In order to make sure the policy of performance-based pay to be actually implemented, it is essential to ensure adequate financing, then to ensure the openness, democracy, and transparence of the procedure and finally to ensure the fairness and rationality of performance appraisal programs in the process of planning and carrying out specific programs.
