摘要
改革开放以来,我国农村劳动力转移经历了从"控制流动"到"规范引导流动",政府从谨慎对待转变为积极应对,我国对待农村劳动力转移的政策从仅着眼于流动向以"流动、公平和融合"多目标综合管理转变。新时期应制定更加积极主动、综合有效的农村劳动力转移政策;更加重视农民工问题,将农民工问题提升到国家战略层面。
Since the reform and opening-up, Chinese rural labor force has gone from ＂control the transfer flow＂ to ＂regulate and guide the transfer＂ and the government has changed from a cautious treatment to positive response. The policy of rural labor transfer has changed from the ＂transfer, equity and integration＂ to a multi-objective inte- grated management. The new era should develop a more proactive, integrated and effective rural labor transfer poli- cy. We should pay more attention to the issue of migrant workers and put forword the issue of migrant workers to the national strategic level.
