摘要
科技成果评价对推动科技进步与科技创新，加速科技成果转化为现实生产力，促进经济与社会的发展发挥着越来越重要的作用，文章通过分析当前科技评价存在的主要问题，特别是在基层工作实践中遇到的问题，提出了一些对策措施。完善指标体系，引进评审分离、举证、听证制度，完善监督公示制度，建立齐全、完善、操作性强的科技成果评价法律法规政策体系，开放、透明、规范化的科技评价工作，以及建立更准确、更具有说服力的科技成果查新信息源及科技情报分析体系，注重科技成果从业人员的人才培养，保障科技评估的开放性和透明性，促进科技成果评价的健康发展。
Evaluation of scientific and technological achievements is playing an increasingly important role in promoting scientific and technological progress and innovation, accelerating scientific and technological achievements transforming into practical produtivity, and facilitating economic and social development. Several countermeasures have been put forward by analyzing the principal problems of the evaluation of scientific and technological, especially the problems in grass-root working. Improving indicator system, introducing the systems of separate comment and examine, and the burden of proof and hearing, perfecting the supervisory and public notice system, and emphasizing the training of employed person who work on scientific and technological achievements, to ensure the openness and transparency and promote healthy development of scientific and technological evaluation. Establishing complete, operable law and policy systems, open, transparent and standardized work, more accurate and more convincible information sources of evaluation, and analytic system of scientific and technological informations is also necessary.
