摘要
生活排污权交易是一种以市场为基础、控制城市生活污染的有效途径,近年来开始得到关注。本文针对中国城市环境管理现状,分析了中国试行生活排污权交易所面临的三大障碍,指出了试行生活排污权交易需协调好的三大关系,并提出了试行生活排污权交易的三点构想,对生活排污权交易的理论研究进行了有益的探索。
The trade of domestic pollutant emission right is an effective way to control municipal domestic pollution, which is marketbased and paid more attention in recent years. Considering the status of urban environmental management in China, three major obstacle＇s which are faeed by China＇s trail of the trade of domestic pollutant emission right are analyzed, pointing out three relationships which should be coordinated well for doing that. And then, three concepts are further presented, making useful exploration on the theoretical study of the trade of domestic pollutant emission right.
