摘要
市场经济的利益多元化,转轨经济的复杂性,科学发展观要求地区间的协调、和谐,民生的改进需要地方政府间的共同努力,这些都离不开政府公共经济管理职能的有效发挥,因而地区间的政府通力合作就显得非常重要。当代社会经济的众多跨域治理模式中,日本广域行政颇具特色,且其政府主导下的公共经济管理模式与我国有些相似。文章从日本广域行政视角,分析我国现实跨区划政府间合作中的问题,提出"跨区划公共经济管理"理论,并初步探讨构建这种管理机制的关键因素及其战略举措。
The diversity of market economic interests, the complexity of the economic transition and the scientific development outlook call for the regional coordination and harmony. The improvement of people＇s livelihood requires the joint efforts of local governments. All these are inseparable from the government＇s public economy management function and the effective cooperation between local governments become very important. Among the contemporary cross-region social economic governance modes, Japan＇s macrozone administration is similar to ours in that it is characteristic of the public management mode guided by government. From the perspective of Japan＇s macrozone administration mode, this paper analyses the current problems in the present inter-regional collaboration, proposes a cross-region public economy management hypothesis, and discusses the key factors and strategy for the construction of the management mechanism.
