摘要
研究行政公平问题,具有充分的理论依据、重要的学术价值和现实意义。行政公平把公平作为核心价值取向和基本原则,其实质是要均衡实现各种社会群体和个人应当享有的利益需求。传统行政学、新公共行政学、新公共管理运动和新公共服务理论内在地蕴含着行政公平价值,它们共同构成行政公平的重要理论支撑体系。
Research on administrative fairness is of sufficient theoretical foundation, important academic value and practical significance. Administrative fairness is the core value orientation and the basic principles. Its essence is to well balance the interests that various social groups and individuals shall enjoy. Administrative fairness is inherently included in traditional administration, new public administration, new public management movement and new public service theory, the four of which form the supporting theoretical system of administrative faimress.
